SOLVE THE PROBLEM
FIX THE SYSTEM
Brad’s first term shows what persistent, experienced leadership can accomplish. He introduced and passed more than 20 resolutions, secured tangible, cost-saving wins for Park View residents, and challenged government failures that affect residents across the city.
Restored access to $660,000 in homeowner protection.
Brad forced the District Department of Housing & Community Development (DHCD) to account for a supposedly missing warranty bond, uncovering documents that Park View condo owners had spent years believing was unavailable - saving them hundreds of thousands in costs related to shoddy construction.
Secured commitments to reform how D.C. protects condo owners.
He turned that discovery into demands for searchable warranty records, better notification, and homeowner guidance, and he passed a separate resolution demanding restoration of the District’s Condominium Association Advisory Council to better serve condo associations across the District.
Took on utilities over reliable service and rising costs.
Brad’s regulatory complaints and sustained pressure helped secure repairs from PEPCO that ended chronic Park View outages. He also passed resolutions demanding protection against shifting major developments’ and large customers’ utility costs onto households.
Gave residents more power over neighborhood safety and investment.
Brad created the Park View Rec Center CARE Task Force to scrutinize the reconstruction and its neighborhood impacts. As Public Safety and Engagement Committee Chair, he is holding MPD and District officials accountable for their response to residents’ concerns.
Made the ANC more accessible, organized, and effective.
Brad built ANC 1E’s first dedicated communications operation, with website views rising 47% and meeting-video watch time 135% in 2025. He also secured reforms that make meetings more efficient and public decisions easier to track.
Fought government secrecy and intrusive surveillance.
Brad passed resolutions opposing weaker open-meeting protections and calling for deactivation of MPD’s Flock cameras, defending residents’ right to scrutinize government and challenging government tracking of their movements.
Put public investment to the test.
His adopted resolutions pressed for equitable pre-K funding, accountability for DCPS spending, stronger financing for replacement housing at Park Morton/Bruce Monroe, and safer neighborhood streets.
MEET BRAD
AU grad. Hill staffer. LGBTQ+ advocate. Fun uncle. Cat dad.
Brad Howard represents Park View on Advisory Neighborhood Commission 1E, the most local level of elected government in DC. Since his neighbors elected him in 2024, Brad has focused on helping residents cut through city bureaucracy, making local government easier to understand, and ensuring Park View receives the attention it deserves.
Brad has called Washington home for 20 years. He moved here from rural Arkansas to pursue a master’s degree at American University, working at the Human Rights Campaign and bartending to put himself through graduate school.
He grew up in a family that knew the value of hard work. Brad’s dad worked three jobs as a truck driver, plumber, and car salesman before his parents joined forces to start a small business. Nearly 40 years later, they are still running it.
Brad went on to build a career in public policy and communications. He served in the Obama Administration and worked on Capitol Hill and at City Hall in New Orleans. Today, he serves as chief of staff to a member of the U.S. House of Representatives.
His work has also included Democratic campaigns for Congress, governor, and the U.S. Senate. In 2016, following the Pulse massacre, Brad led a four-month insurgent campaign that defeated an entrenched Member of Congress who had accepted a check from the corporate gun lobby just days after the tragedy.
Brad later owned and operated a public affairs consulting firm. During the 2024 election, he appeared as a political commentator on NewsNation, Fox News, CNN, and Bloomberg TV. He is a former officer of the Ward One Democrats and currently serves as Vice President of the Capital Stonewall Democrats.
Brad’s colleagues also elected him Secretary of ANC 1E. In that role, he works to keep residents informed and help the Commission operate more effectively, transparently, and professionally.
Brad is a Park View homeowner and a member of Foundry United Methodist Church. Outside of work, he is a Nationals fan, a history buff, a weekend cyclist, a self-declared weather nerd, a fun uncle, and a proud cat dad to Ouiser and Owen.
